As I've now got Miss Ellie sitting safely on her trailer , I now need to get her ready for getting wet . She doesn't seem to have any marine growth and I've checked all the nuts and bolts so the question is , can I get away with a couple of coats of paint on her bottom straight over the current paint , which is sound , or do I strip back to wood and start again ?

If the current paint appears to be sound, then a good rub down and a couple of new coats should be OK.
Are you intending to antifoul. If she's going to be kept in the water then you should.

Hadn't intended to antifoul because she'll probably be on a drying mooring ( if you can call mud and sand drying ) but is there any reason I should do it ?

You'll still need to antifoul unless your going to scrub her every couple of weeks

This is Tommy's bottom after 2 years untouched without antifoul. All depends on where you'll be mooring Dave, mine is probably 75% freshwater and 20% mud!

if that's after two years Ken I'm thinking it's easier to scape after three years rather than anti foul every year , and a lot cheaper too

As they say, it all depends where you are. Searush has been on a drying mooring in the Conwy estuary for 20 years. By and large I anti-foul every other year in a fairly high fouling area. But she needs a good scraping mid-way thro' the second season. I usually spend an early day of the holiday at Red Wharf bay which dries completely - kids paddle in the pools & I scrape the boat using a garden hoe. Gives me a nice clean bottom for the rest of the holiday. Starting to clog up again by the end of the season tho'. It will be interesting to see how we fare in the Seoint at Caernarvon, where there may be a bit more fresh in the water, and less time afloat.

My advice is this............get the bottom as smooth and as clean as you can now, give her a couple of coats of water proof primer, Blakes is good, and then a couple of coats of anti foul, you needn't spend a fortune on anti foul, especially if you are not in a high fouling area, one of the cheaper brands will do just as well. You have a plywood boat, the water proof primer will help keep her dry. and has already been said, you probably wont have to clean her off if you anti foul except maybe every couple of years or so. You can get XM anti fouling form Marine store Chandlers for about £35/£45 which will be perfectly ok for your boat. Ya can take a Donkey to water..............but I guess ya can't make him drink?

Of ripping the surface of the ply to smitherines! ;D Use a sander, but not a grizzly disc jobbie! Orbital or if really needed a belt sander, but if you use a belt sander, keep the bloody thing moving, or it will soon sand a nice furrow into your boat............Oh Ah!.......and use a dust mask. If there are any gouges or bad dings, fill them with a water proof filler, Plastic Padding do one. If the condition of the whatever is on the bottom, is really bad, you could consider burning it off, back to bare wood, and then sanding it all, but that is a decision, that only you can make. Basically young sir, don't spoil the ship for a ha'peth of anything, better it goes in the water a bit late, than half done.

Flag antifoul.... from Screwfix.
Bluey had two coats of it in oct 2005 and could do with a clean now, but still isn't too bad.....
Cheap and effective.
